Chief Executive John Lee announced in the new Policy Address the relaxation of the CIES threshold. For residential property purchases, the qualifying amount remains at HK$10 million, but the transaction price threshold is lowered from HK$50 million to HK$30 million. For non-residential properties, the qualifying amount is increased from HK$10 million to HK$15 million with no restriction on transaction price.
The new CIES requires applicants to invest no less than HK$30 million in Hong Kong, with property investment counting up to HK$10 million for residential and HK$15 million for non-residential properties.
